Knee Center’s research fellow and criminal justice and regulation expert, Dr. Darwyyn Deyo, submitted testimony on Florida’s bill SB-1012. This bill “prohibits the denial of a license, permit, or certification because of an arrest for a crime not followed by a conviction; authorizing a state agency to defer a decision on an application for a license, permit, or certification pending the resolution of criminal charges against the applicant; providing the circumstances and mitigating factors that an agency must consider to determine whether granting a license, permit, or certification to a person would pose a direct and substantial risk to public safety; requiring a state agency to provide an applicant with a certain written notification to deny his or her application for a license, permit, or certification on the basis of a prior conviction, etc.”
